Implementation through Child Welfare Agencies

In addition to state legislation, a number of implementation efforts are handled directly by the child welfare agency. In 2009, the American Public Human Services Association (APHSA) and its affiliate the National Association of Public Child Welfare Administrators (NAPCWA) conducted individual interviews with all 50 states and the District of Columbia. These interviews focused on early efforts by states related to implementing the Fostering Connections Act. Summaries of these interviews can be found here.
