The Fostering Connections Act of 2008 made important changes to federal child welfare policy, including new options for states to receive federal reimbursement and other improvements. States are implementing these changes by revising existing state child welfare policies, including Title IV-E and/or IV-B plan requirements, through amendments to case plan provisions or enacting state legislation.
